SUBJECT: R&D for HUMINT
1. Thank you.for your letter of 30 January citipg some major
technical needs in the covert communications area. I am aware that work
is ongoing in CIA to satisfy each of these needs, but I am anxious to
see if more can be done.
2. For the past two years the Council has encouraged the R&D
Subcommittee of your Human Resources Committee to get a better handle on
the generation and validation of requirements for R&D in support of
HUMINT. Until this is done the Council cannot make'a judgement on the
adequacy of R&D efforts to meet the requirements. Perhaps by mid-year
the HUMINT R&D Subcommittee may have something useful,.and at that time
we will consider taking a look at the Community's R&D effort.

whenever and wherever we can.
