REFERENCE: DCI letter of 30 January 1979
1. The list of major technical. needs in paragraph 2 of the reference
was developed within CIA by the DOD at the DCI's request. It reflects
what DDO has tasked DDS&T to do and is in fact.what DDS&T is now doing.
The DDS&T reaction to my informal query on what. more could be done in
the cited area that they are at about the right level, all things
now.
2. As far as Council involvement in HUMINT R&D, we have the Human
Resources Committee on the hook to better define the R&D requirements
before the Council becomes involved in a review. My best guess it will
be at least mid-year before they have something useful. I suggest
.therefore the attached memo to the DCI may be an appropriate response

1. In early December, we talked briefly about R&D for HUMINT
activities. You very helpfully expressed your concern. at having the
R&D community probe into this sensitive area unless there was some
good prospect of payoff. I mentioned that our principal needs are in
the communications area but said I'd look into this and let you know
just what those needs are with the thought that if they trigger the
possibility in your mind that there is something that R&D can do here,
