SUBJECT: NASA Participation in the Intelligence
Research & Development Council (IR&DC)
1. Action Requested: Apr al of NASA participation on the
IR&DC in an Observer status.
2. Background: PD/NSC-42, Civil and Further National Space Policy
directs our space policy contain certain key elements. Among them is
one "which will increase benefits by increasing efficiency through
better integration. and technology transfer among the national programs
and through more joint projects." A summary of follow-up actions
(attachment 1) includes this element as a task for the Program Review
Board, co-chaired by Dr. Mark (DOD) and Mr. Lovelace (NASA). Mr. Lovelace
has proposed to Dr. Perry, Chairman of the IR&DC, that NASA participate
in the IR&DC as an Observer, and has asked for your concurrence.
3. Recommendation: As the IR&DC serves as a forum for technology
interchange and the precedent of civil agency participation (DOE) exists,
I pose no objection to Dr. Perry's request and recommend your concurrence.
