The overall form of the plan-is adequate. 2. The methodology through paragraph D is reasonable, but the method of accomplishing E is shaky. Do not conceive how the PRC(I) can evaluate shortfalls in 1985 without a detailed understanding of the system's capabilities programmed to be on-line in '85. Most likely their evaluation will be heavily shaded by their perception of current shortfalls. Ergo, the objective stated in the introduction is unlikely to be met. 3. It is not clear if the plan will include the identification of required capabilities and specific planning actions or if that is left to the functional managers to do. If it is the latter, the conversion of Table E-1 (assuming.it i.s meaningful) into programmatic actions will become a PR game of the first magnitude, as the managers will display most of all their resources-in the A or.B gradation.s,.whether they contribute significantly or not. 4. In summary, I believe it is something which should. be tried, but my money is on Pittsburg.
