The DDCI has approved the attached NPIC reorganization and associated personnel assignments. I plan to implement this reorganization on or about 1 July 1982. 2. This reorganization was made after extensive consultations with the NPIC Group and Staff Chiefs, followed by final concurrence from the Deputy Director for Science and Technology. The primary purposes of this realignment are to strengthen our support to operations, both for today and the future; and to structure our planning development effort in the most efficient manner. An equal consideration has been to maintain or enhance the career opportunities to our most valuable resource -- you, the skilled and dedicated employees of the Center. These changes will: a. Clarify and strengthen the lines of support to the NPIC exploitation operations. b. Consolidate our technical analysis capability, especially in regard to the internal development of new systems and the re- lated technical support to others in the Intelligence Community. c. Facilitate the establishment and maintenance of both current configuration control within current NPIC operational elements, and configuration control of future systems within the development organi- zation. d. Improve future planning by shifting part of the effort into the development group most familiar with the technical issues in- volved. e. Provide better visibility within NPIC and to organizations with whom we do business with respect to issues, actions and re- quests for support, particularly on policy matters not directly associated with exploitation operations output or technical develop- ments. You will note that almost all of the current division organizations in NPIC remain as presently constituted. There will be some regrouping of functions to place like activities together in a functionally related structure which is better suited to meet future requirements. For example, the Research and Analysis Division in the Development Programs Group will be primarily staffed by elements from the Imagery Systems Support Division in TSG. Also, elements of the Control and Integration staff will be reassigned as appropriate, principally between the Development Programs Group, the Operations Support Group and the expanded staff in the Office of the Director. 4. I do not anticipate any downgrading or terminations as a result of this reorganization. On the contrary, I view this action as part of our Tong-term effort to improve opportunity and employee job satisfaction within the Center. 5. The remaining details for implementation of this reorganization will be made available to you as soon as possible. R. P.
