propose to handle the
Congressional notification
requirement of the defector
citizenship legislation.
As you can see, at this
point what we have is initial
positions to be taken in
discussions with the
four committees.
The subject is hypothetical
If you concur, Dave will
send it forward to the DDCI-
Designate and the DCI. With
their concurrence, we will
open dicussions with the
committees.
This is separate from the
draft internal Agency
regulation on how requests
for exercise of this authorit:
will be processed. That
draft is, I understand,

NOTES
As "pink" sheet OCA 86-0911 reflects, we have obtained SE/DDO
and DDO concurrence in the proposal to implement the Congressional
Notification requirements of the defector citizenship legislation.
The next step is to obtain DCI concurrence. To that end, please
sign the concurrence line on page 3 of the March 21st memo and the
"pink" sheet, OCA 86-1068.
