o Harry and Jim McDonald are at an all-day IBM
seminar so I don't know how they feel about
OP's view (left side of folder) that we should
put the case for all U.S. Government, not just
CIA non-CIARDS. If we did that, I strongly
suspect this will never get off the ground.
o You should know that 0 has let us know,
through that he would not welcome this
appeal. Allegedly, he would provide for the
CSRS folks by expanding CIARDS. It would not
solve the problem to bend the CIARDS system
for those who don't qualify.
