Strike out all'after the enacting clause and insert in
lieu thereof the following:
1 SECTION 1. SHORT TITLE.
2 This Act may be cited as the 'Computer Security Act of
3 1985--
4 SEC. 2. PURPOSE.
5 The Congress declares that the establishment of
6 requirements for security of Federal computers and associated
7 data communications is in the public interest. These
8 requirements will represent minimum acceptable practices and
9 are not intended to limit the scope of security measures
10"already planned or in use. It is, therefore, the purpose of
11 this Act--
12 (1) to ensure that adequate measures are taken for
13 security of computer systems operated by or for the
14 Federal Government, in particular those systems for which
15 security measures have been inadequate because they do

Strike out all after the enacting clause and insert in
lieu thereof the following:
1 SECTION 1. SHORT TITLE.
2 This Act may be cited as the -Computer Security Act of
3 1986 .
4 SEC. 2. PURPOSE.
5 (a) IN GENERAL.--The Congress declares that improving the
6 security and privacy of Federal computer systems is in the
7 public interest, and hereby establishes minimum acceptable
8 security practices for such systems, without limiting the
9 scope of security measures already planned or in use.
10 (b) SPECIFIC PURPOSES.--The purposes of this Act are--
11 (1) to assign to the National Bureau of Standards
12 responsibility for developing standards and guidelines
13 for Federal computer systems, including standards and
14 guidelines needed to assure the cost-effective security
15 and privacy of sensitive information in Federal computer
