of the Ninety-Ninth Congress

1. You have done an effective job of developing the
proposed legislative program (provided in the reference) for
the First Session of the 99th Congress, and I concur with its
general content. I am particularly supportive of items 99/1-1,
3, 6, 7, 8, 9, and 10, and I expect support for the remainder
will come from the appropriate respondees to the reference.
Comments or suggested modifications to some of the items are
provided in the attached memoranda from the Directors of
Personnel and Security.
2. Please note that a new item, Additional Retirement
Credit in Lieu of Post Differential for Service at Unhealthful
Posts, is provided in the Director of Personnel's memorandum.
