MEMORANDUM FOR THE RECORD
H.R. 4681 - Representative Brooks'
Requests for Information
1. On January 28, 1986, I called Chief,
Special Security Center, Office of Security, at the request of
Office of Legislative Liaison (OLL) had any information
concerning a letter from Representative Brooks to various
federal agencies concerning H.R. 4681 which, he asserted, was a
polygraph limitation bill introduced by Representative Brooks.
2. I told hat, to date, OLL had not seen or
received a letter from Representative Brooks to the
Agency/Director on the subject. He said that the letter may
have gone, not to the Agency, but to various non-intelligence
agencies. Apparently, the letter did not ask those agencies to
provide comments on H.R. 4681 but instead to respond to a
series of questions dealing with the use in their agency of the
polygraph and prepublication review. In particular, it sought
the numbers of persons who were subjected to polygraph
examinations and the number of persons who had "Secure
Compartmented Information" (SCI) clearances.
3, noted that the Agency was the control point
for issuance of suc clearances. He further stated that he had
no concern about a request for the absolute numbers but would
be concerned if the identities of specific individuals were
sought.
4. We agreed that there was little if anything which could
or should be done at this point. I indicated that we would be
alert for any developments in the area.
5. Subsequently, I reviewed 98th Congress Legislation
Division files on polygraph/prepublication review. H.R. 4681
was the number of the Brooks' polygraph bill in the second

session of the 98th Congress. H.R. 39 is its current number
(99th Congress, First Session). To date, there has been no
action on H.R. 39.
