MEMORANDUM FOR THE RECORD
SUBJECT: H.R. 1524 - Meeting With Jon Weintraub of
Representative William's Office
1. On November 27, 1985, I met with Jon Weintraub of
Representative Pat William's office. The purpose of our
meeting was to discuss further the exemption to H.R. 1524 for
employees of Agency contractors.
2. I gave to Mr. Weintraub a copy of the attached: a note
and two versions of an exemption for employees of Agency
contractors (all attached at Tab A). The two versions were
actually revisions of a draft exemption section previously
supplied to Representative Hawkins, Chairman of the House Labor
and Education Committee, under the cover of a letter, dated
November 4, 1985, from Fred Ikle, Under Secretary of Defense
For Policy (letter and exemption both attached at Tab B). Mr.
Weintraub had previously supplied me with a copy of the Ikle
letter asking if it met our concerns (insofar as we can
determine, the Agency had not seen previously the Ikle letter
in the Office of Management and Budget (OMB) coordination
process despite the fact that the draft exemption section
attached thereto addresses the Agency's equities and despite
the fact that the letter states on its face that it has OMB
approval).
3. I explained to Mr. Weintraub that, as my note to him
indicated, either version of the exemption would be acceptable
to the Agency. He asked which was preferable. I responded
that whichever version was be more likely to be accepted by
those parties negotiating on the bill would be the version
which the Agency would prefer. He concurred in this.
4. He showed me a copy of a draft of the report on
H.R. 1524 by the House Education and Labor Committee . He
indicated that he is in the process of "negotiating" the draft
within the Committee and with other Members' staffs and other
House committees, particularly Armed Services. He allowed me
to read the section describing the exemption for contractors of

the four agencies within the Intelligence Community which the
bill currently exempts from coverage: the Agency, the Federal
Bureau of Investigation (FBI), the National Security Agency
(NSA) and the Department of Defense (DoD). The language
appeared to be acceptable in that it stated that the Committee
did not intend the bill's ban to cover contractors, consultants
or employees of contractors of the four agencies.
5. He stated further that the main problem he was facing
was potential opposition by the Armed Services Committee.
Specifically, the bill's proponents were afraid that
Representative Aspin, Chairman of that Committee, would object
to floor consideration of the bill on the grounds that it had
not been considered by his committee although it was within its
jurisdiction. Mr. Weintraub was therefore doing all he could
to avoid such an objection, including attempting to keep all
intelligence agencies satisfied with their exemptions.
6. He indicated that he appreciated receiving what I had
provided him. He promised that he would review it and contact
me next week. He also expressed a hope to receive at some
point a letter from DoD (Ikle) a haps, even the Agency
