I enjoyed talking with you on 30 January 1986 and I have
reviewed your bill, H.R. 3915, which would regulate the travel
in the United States of citizens from the Soviet Union and
eastern bloc countries. Specifically, H.R. 3915 would impose
the sane restrictions on Soviet and eastern bloc citizens
travelling in the United States as are imposed on United States
citizens travelling in the Soviet Union.
Since the Central Intelligence Agency exercises no
jurisdiction over foreign citizens travelling in the United
States, we defer to the State, Justice, and Commerce
Departments in matters such as this.
