SUBJECT: Executive Order 12036 Revisions
1. Attached is a memorandum from of my
Office describing the proposed CIA pos anges to
the non-restrictions portions of Executive Order 12036.
2. In view of the postponement of the NFIC meeting
until Mr. Casey's return, we have suggested to Walter Elder
that he invite the members of the Council, as well as the
Intelligence Community Staff, to send no more than two
representatives from each agency to an ad hoc Working Group
which will meet in the interim and try to narrow down and
focus the issues. The suggested limitation simply is to
keep the size of the group from becoming unmanageable.
3. I, together wit who handles Intelli-
gence Community matters i s ice, will act as the
chair and the secretariat for this enterprise, playing a
neutral role. Someone else, therefore, should represent the
CIA agency position. I would recommend that be
one of A representatives. I reco. _ ou
confirm designation and that you designate another
Agency icia so that the two of them can represent the
CIA.
