SUBJECT: Completion of Executive Order 12065
Revision Process
I.
1. Enclosed is the interagency working group's final
revision of Executive Order 12065, "National Security
Information." This revision was provided on 28 August 1981 to
Mr. Allen, who will initiate formal Executive Branch coordination
of the draft.
2. The enclosed draft is, hopefully, a significant
improvement over the existing order on classification. A much
greater emphasis has been placed in this draft on the protection
of national security information, and many of the burdensome and
unnecessary requirements of Executive Order 12065 have been
eliminated. We hope that the draft, after a short comment period
for concerned Executive Branch agencies, will be presented to the
President for his signature.
