Following comments on revision of Executive Order 11652 are offered: a. On page 17, section (ii), it says the number of persons needing access to "Special Access Programs" will be "reasonably small." This is so indefinite as to constitute no guidance at all. b. Page 17, section (3), indicates existing special access programs will be continued "only in accor- dance with the procedures of this subsection." Does this mean the DCI must review and approve the continuation, "personally and in writing", of all such programs pertaining to intelligence sources and methods? Does it apply to CCMINT and to the special Navy programs? Additional guidance will be required before action is possible on this item. c. Is material held in "Special Access Programs" subject to the name downgrading and declassifi- cation procedures set forth on pages 11 through 15? If so, there will be a tremendous backlog of com- partmented material more than 20 years old requiring immediate review. Who is going to do it? 2.
