SUBJECT: House Appropriations Committee
1. Reference is made to your request for background
data relating to the Surveys and Investigations Staff,
House Appropriations Committee, which has been tasked with
studying SIGINT activities.
2. Attached as Tab A is a chronology of the overall
problem and the interest which was generated by Mr. Charles
Snodgrass, a staff assistant on the Defense Subcommittee of
the House Appropriations Committee. Tab B is a more detailed
breakdown on the processing time for three key cases, includ-
ing that of Mr. Donald A. Brummitt, the team leader in the
SIGINT review. I have also taken the liberty of providing
Tab C, which might give you a clearer insight into our over-
all policies, and the difficulties we sometimes encounter
in the processing of codeword clearance requests from the
Hill. Tab D is all of the basic data available to us from
the Office of Legislative Counsel.
