Reference is made to the 4 June 1979 Office of Security mcuorandum concerning the house Appropriations Committee. Specific reference is made to paragraph 6 of Attachment C, which concerns the Office of Security esti:ated numioer of waivers granted to DCID 1/14 criteria. 2. Waivers to DCID 1/14 are granted in two situations: (1) Where so;,ieone in Subject's immediate family is an alien, (2) Where the background investigation is over five years old. 3. The estimated figures in paragraph 6 of AttaclL7!ent A are derived only from those cases with investigations over five years old. They are estimated because the Office of Security has never had a need to track the number of waivers granted. 4. Waivers are granted to Staff Members of Congressional Committees and to employees of non-NFIB agencies when there is not enough time to update the investigation conducted before the planned use of the individual and the background investi- gation is reasonably close to the five year limit. These waivers are granted after obtaining the assurance that the background investigation will be updated in the near future. Staff waivers are granted routinely without regard for the age of the background investigation, but are i?im diately referred to the Reinvestigation Section for updating. Additionally, we also have access to the employee's security history and each security file is reviewed before approval. It is our rough estimate that there are ten staff cases each week which require a waiver of DCIDD 1/14. This means that in the twelve weeks since I :,!,arch 1979, we have (;ranted in the neighborhood of 120 waivers. It is emphasized that this is our best estimate, and we should not be hold to firm figures. S. We have granted SCI access to 14 non-=4rIB cases since 1 March 1979. This figure is accurate as we send for7.a1 memoranda to these agencies advising then that their employee needs his background investigation brought up to date. It is estimated from memory that six staff members of Congressional committees have been granted waivers since 25X1 1 ',larch 1979.
