I have reviewed draft policy paper and have annotated it with several e i oria changes. Beyond that, I detect a lack of consistency with the language of the cable that was sent in early November. For example, under Section II, STAT Policy, paragraph A, uses the term "cohabitant" when in fact the book cable c ear y states that Headquarters has intentionally avoided the use of the term since it means different things to different people. 2. Paragraph B under the Policy section states "employees with advanced levels of security clearances may be subject to more stringent requirements." I do not know what those require- ments might be, nor can I determine when and why the possession of Sensitive Compartmented Information called for adherence to a higher standard of personal conduct than is expected of a staff employee with no SCI access. I believe this sentence adds nothing to the paper and should be removed. 3. Section III, Procedures, paragraph A again is not consistent with the book ca e. Nowhere in that cable will you find any reference to the Director of Personnel having any role whatsoever. In any event, if the Director of Personnel is going to assume the responsibility of issuing an approval or dis- approval of a questionable relationship, I am puzzled by the continued'use of a Counterintelligence Staff action indicator on incoming cables. Is the Counterintelligence Staff now being relegated to just writing cables reflecting Mr. Magee's decisions?
