1. C/IMS/DDO, to whom References were addressed, has
asked me to respond to your request for Operations Directorate
comments on Subject revisions.
2. We offer the following comments:
a. DCID 1/11 draft revision:
(1) Paragraphs concerning mission and functions
might desirably include a general authority, e.g.
"To perform such other functions as may be necessary
to assist the DCI in meeting his security responsi-
bilities."- Without such an omnibus statement, the
current draft may exclude necessary functions not
explicitly listed.
(2) Function 2(c) does not appear to have a
corresponding authority under "missions."
(3) "Community responsibilities" (para. 3) do
not appear covered by either "missions" or
"functions. "
(4) Paragraph 1(f) may benefit from re-phrasing.

(5) Paragraph 1(i) of Attachment 1 refers to
"foreign technical surveillance countermeasures ...
employed ... against U.S. installations or personnel."
It is not clear how countermeasures equipment is
capable of such use.

It may be desirable to re-phrase this statement reflect-
ing the fact that there is no classification less than
Confidential.
c. It would seem that the draft regulations could
be shorter.
3. The above comments are in the nature of suggestions.
