Approved For Release 2005/08/02: CIA-RDP87BO1034R V 0 MK 0 K, ISTRY 1 J e ~ FILE_ 2 7 AU G +979 MEMORANDUM FOR: Chairman, SECOM STAT FROM Chief, Policy and Coordination Staff Operations Directorate SUBJECT Revision of DCID 1/10 and DCID 1/11 REFERENCES A. SECOM D-604, 9 August 1979 B. SECOM D-605, 9 August 1979 1. C/IMS/DDO, to whom References were addressed, has asked me to respond to your request for Operations Directorate comments on Subject revisions. 2. We offer the following comments: a. DCID 1/11 draft revision: (1) Paragraphs concerning mission and functions might desirably include a general authority, e.g. "To perform such other functions as may be necessary to assist the DCI in meeting his security responsi- bilities."- Without such an omnibus statement, the current draft may exclude necessary functions not explicitly listed. (2) Function 2(c) does not appear to have a corresponding authority under "missions." (3) "Community responsibilities" (para. 3) do not appear covered by either "missions" or "functions. " (4) Paragraph 1(f) may benefit from re-phrasing. OFFICIAL USE ONLY Approved For Release 2005/08/02 : CIA-RDP87BO1034R000500090022-8 ~.--15`1 Approved For Release 2005/08/02 : CIA-RDP87B01034R000500090022-8 (5) Paragraph 1(i) of Attachment 1 refers to "foreign technical surveillance countermeasures ... employed ... against U.S. installations or personnel." It is not clear how countermeasures equipment is capable of such use. paragraph 2, refers to certain DCID 1/10 b , . J~~mation "normally classified not less than Confidential." It may be desirable to re-phrase this statement reflect- ing the fact that there is no classification less than Confidential. c. It would seem that the draft regulations could be shorter. 3. The above comments are in the nature of suggestions. We take no substantive issue with the drafts as presented. cc: C/IMS/DDO Approved For Release 20Q ?8ICZAGIAt $,P (1 O34R000500090022-8 [ UNCLASSIFIED:.; U I UKRAL f USE ONLY 0 CONFIDENTIAL U SECRET AN mv TO: (officer designation, room number, and building) ., AUG, 1979, 30 AJQ 1979 3 - '/s' .ern Gil csti t a'^ ~Cr fJ ?Ir a c* (f t 3?_~M 61 Q usMc,pyA ved-~?S EjSe 20n0lt1F Kj7B0Ef 4WE lq1 09002 UNCLASSIFIED 011 NS LJ Robert W Gambino Chairman, SICQM ROUTING AND RECORD SHEET SUBJECT: (Optional) Review of DCID 1/10 41us HMO Hil FRO .
