SUBJECT: Revision of DCID 1/14
REFERENCE: My SECOM-D-274 dated 15 November 1985
1. The referent memorandum forwarded for comment a further change to the
draft revision of OCID 1/14 to cover off-duty activities of security concern
and to amend the "Sexual Considerations" section of Annex A to DCID 1/14. NSA
and CIA objected to the proposed inclusion of a requirement to report
activities and associations unaer the Foreign Agent Registration Act. On the
advice of their respective Offices of General Counsel, NSA and CIA objected to
the proposed inclusion of the phrase "any immoral or notorious sexual conduct"
in Annex A. NSA suggested editorial changes to the earlier draft revision.
The Treasury member of the NFIB requested substantial editorial changes to the
proposed revision of the OCID, and recommended that the term "prepublication"
be deleted from the proposed revision of subparagraph"(3)" of Annex C to DCID
1/14. These changes are reflected in the attached new draft revision of
DCID 1/14.
2. Members are requested to review the new draft and to provide me their
concurrences or comments not later than the 15 January 1986 SECOM meeting. I
would like to take final action on this draft r,,x,ision at, that meeting.
