Approved For Release 2005/12/14: CIA-RDP87BO1034R000500140007-9 FOR OFFICIAL USE ONLY Security Committee MEMORANDUM FOR: SECOM Members SUBJECT: Minimum Standards for Community Security Awareness Programs 1:' Attached for your review and comment is a memorandum from the Chairman, SECOM Security Awareness and Education Subcommittee (SAES), forwarding a recommended revision of Annex C to DCID 1/14, "Minimum Standards for SCI Security Awareness Programs in the U.S. Intelligence Community." The revision responds to a suggestion from the Department of Energy member that the standards should cover all intelligence information, not just SCI. The original standards (SECOM-D-543 dated July 1979) had a broad application, but their restatement as an annex to DCID 1/14 limited their applicability to SCI. In order to emphasize the broad applicability of the draft revision, the SAES recommends that it be issued as a separate DCI publication. Comments are requested on its publication as a separate OCID or in some other format. 2. It was suggested at the 24 July 1985 SECOM meeting that the proposed new section of OCID 1/14 dealing with outside activities of security concern be divided into a short policy section and a longer implementation portion. Consideration of that suggestion indicates that it may be desirable to include some of the implementation in the proposed security awareness publication. A recommendation to do so will be provideJ later. Another item which should be considered for addition to the draft revision is a requirement for supervisory security responsibilities. The SAES considered that but concluded that the subject is covered by implication in the attached draft. Members are requested to comment on whether that or any other subject(s) should be included in the draft revision. 3. Addressee comments on the attached draft are requested no later than 4 September 1985.
