Paragraph 1 - is a new paragraph providing definitions of "Intelligence Com- munity" and "Senior Officials of the Intelligence Community" drawn from E.O. 12333, and of "Sensitive Compartmented Information" drawn from the DCI Security Policy Manual for SCI Control Systems. (Paragraph 6 - acids "trustworthy," "reliable" and "judgment" to the criteria governing the granting of access to SCI. - adds footnote stating that security criteria for members of immediate family of candidates for SCI access also apply to cohabitants. Paragraph 7 - which provides exceptions to standards, now immediately follows the paragraph stating those standards. The former intervening paragraph, which provides for emergency access prior to completion of prescribed investigation, is now paragraph 12 grouped with another paragraph stating authorized exceptions to investigative requirements. Paragraph 11.d - changes the period of coverage for credit checks from 5 to 7 years in recognition that Credit Bureaus routinely provide 7years' coverage in response to checks. Requirement has been reworded to provide flexibility in determining credit history through record checks or through interviews with knowledgeable sources. Paragraph 11.g - changes educational checks to eliminate requirement for routine checks with college faculty members, and reduces requirement for checks of secondary school attendance. Paragraph 11.j - changes the requirement to check State Department and other sources on persons who worked, lived or were schooled in foreign countries from a minimum threshold period of 5 years to 1 year. .Paragraph 11.m - adds a sentence authorizing personal interviews of subjects as a routine screening method, and another sentence authorizing the use of the polygraph for screening in those departments and agencies whose policies sanction polygraph use. Paragraph 16 - changes "shall" to "should" in the adjudicative criteria on resolving doubts in favor of national security in order to accommodate those few cases in which operational need dictates granting access to an individual who is the subject of unresolved doubts. The change limits the breadth of the exception by adding the qualifying words "and the access should be denied or revoked." Paragraph 21 - places added emphasis on the potential for denial or revoca- tion of SCI access eligibility as the result of unauthorized disclosure of classified information. Annex A - "Cohabitation" section - recognizes contemporary mores by stating that "cohabitation in and of itself does not preclude SCI access approval." Annex B, paragraph 1 - updates references to Executive Orders; deletes refer ence to National Security Council Intelligence Directive No. 1. Annex B, paragraph 3.d - places a 30-day time limit on the period in which a person whose appeal of SCI access denial has been denied may request a final review of the case. Annex C - incorporates into DCID 1/14 the "minimum standards for security awareness programs in the U. S.
