1. Attached is the report of the Chairman of the Personnel Security
Subcommittee forwarding the recommended draft revision of DCID 1/14. Please
note the following:
a. Tab A is a copy of the 4 January 1982 draft revision
developed by the former Investigative Standards Working Group and
endorsed by a majority of SECOM members. It served as the basis
for the current subcommittee draft. It is attached for reference
purposes only.
b. Tab B is the proposed revision SECOM members are asked to
act upon. It does not contain alternatives and minor changes
addressed below.
c. Tab C reflects the OSD proposal to reduce the scope of
coverage from 15 to 10 years.
d. Tab D reflects three different alternatives on addressing
the polygraph in the proposed directive. These were discussed at
the 26 January 1983 SECOM meeting.
e. Tab E reflects technical and editorial changes suggested by
the CIA Office of General Counsel.
2. Members are requested to come to the 23 February 1983 SECOM meeting
prepared to deal definitively with the proposed revision at Tab B and with the
matters addressed at Tab C, D, and E. I plan to take up DCID 1/14 revision at
the beginning of the meeting.
