1. Pursuant to reference, the following suggestions are
offered as modifications of the draft revision of DCID 1/14.
a. Delete the requirement that a sop Secret
security clearance be a prerequisite for nominees for
SCI access. In the context of compartmentation, this
requirement is of questionable value and application. A
Top Secret clearance does not guarantee access to SCI
either in terms of adjudicative criteria or scope of
investigative coverage.
b. Revise paragraph `ib(l) by deletion of the
second sentence beginning with "For these purposes."
Revise paragraph 5b(2) by addition of an asterisk.
`finally, at the bottom of page 2., add a footnote to
reads
"*Any references in this DCID to 'immediate family'
shall be deemed to include the individual's spouse,
parents, brothers, sisters and children. Any references
to persons to 'whom the individual is bound by affection
or obligation' shall be deemed to include any co-
habitant."
These changes should avoid any indignation that
could be occasioned by including a cohabitant as a
member of the immediate family and. at the same time,
provide tor the listing of significant data.
c. Confine polygraph questions to counter-
intelligence matters only. Eliminate any area that
could be interpreted as involving lifestyle or suggests
a catchall opening to lifestyle questions.
