1. Concepts to be addressed
a. Telecommunications - COMSEC insists that
telecommunications networKs be exempted. COMSEC and
ISSG agree that the statement contaainednin)thee present
DCID 1/16 (under paragraph 4, p
included in this revised edition. The statement reads
as follows:
This Directive shall not apply to ADP systems or
networks that are used exclusively for
telecommunications services. Such systems or
networks are controlled by pertinent national
policies and regulations.
b. Add as paragraph Ii.l.b. - Information Systems
Security Manager - An Information Systems Security
Manager (ISSM) will be appointed for each ADP system
processing intelligence information. The,ISSM is a
senior official within the information handling chain
of command who has management responsibility for
ensuring compliance with the security standards
established in this Regulation as well as the
implementing directives promulgated by the responsible
authority. The ISSM will be an operating official
knowledgeable of and answerable for all aspects of his.
or her ADP system; but not a designated Information
Systems Security Officer (ISSO). The ISSM will be
required to certify to the ISSO's organization on a
yearly basis that he or she is aware of all pertinent,
existing information handling systems security
directives, regulations and requirements and that his
or-her system is in compliance.

 2. ADP Networks
A section dealing with ADP networks, such as that
contained in-the current DCID 1/16 as Chapter III,
should be included in this revision.
