Security of Foreign Intelligence in Automated Data Processing -
Systems and Networks . (DCXD 1/16) effective 6 June 1978 included 'a
statement that specifically exempted telecommunications from the

of DCID 1/16. prepared by. a working group of NFIB includes provi-
sions, for, communications. processors and networks-but has removed
the telecommunications exemption. Since the Agency represen-
tative to this working. group is from the information. Systems
Security Group, S. the Office of Communications (OC) requests
that your office support the reinstatement of the exemption.., (C)
2. The position of OC is that a communications processor is
a device whose only function is that of a message switch, passing
.data through the telecommunications network. Inherent security
is provided to the system through hardware and software con-
figurations, unique cryptography or individual links,-controlled
access to terminal equipment and network switching, and compre-
hensive audit trails; and, unlike other types of computers, the
communications processor does not modify data under any cir-
cumstances. Therefore, we feel that telecommunications should
continue to be exempted from the provisions of ACRD 1/16.. _(C)
