Delete Subparagraph II.2.b., page 9.
Change Subparagraph II.2.a. to read:
"When a system is approved to process collateral information

RATIONALE: The two cited Subparagraphs differ only on the basis of the collateral
information being processed, Top Secret or other than Top Secret -- the security
provisions are identical. Accordingly, the distinction and-the two separate,
parallel provisions are considered unnecessary. Further, the above change
would render the "Personnel Security" portion consistent with the analogous
change we recommend for the "Physical Security" portion (i.e., Subparagraph
II.4.b).
