(Note: The item here is whether or not DCID 1/19 will be a
requirement to have all holders of SCI accesses execute:a new NdA
which includes a prepublication review provision. FYI, our
.security colleagues in industry have strongly endorsed the idea
of a single NdA which incorporates the prepublication review
provision.

Item 4 - Basic SCI Accountability Requirements
(Note: The draft DCID 1/19 calls for.keeping records of
receipt of an SCI document for "at least six months" after receipt
no matter how long the document is retained. Remember that we do
not require internal accountability within a SCIF. Resource
shortages are cited by several members as reasons not to hold
receipts longer than 6 months. We thus face a possibility if
we adopt this recommendation, 7 months after receipt of an SCI
document,'a SCIF could not tell us if they have. it. We really
should watch this one.)
