SUBJECT: DCID 1/19 Vote Sheet
REFERENCE: PPG Memo of 27 April 1982
1. I generally concur wit position on the
issues. On the NdA "retrofit" issue, e ieve the Director
could make the following observations:
Stress the fact that the DCI has NOT mandated a retrofit
and force the membership to admit toiis fact. Note that
all CIA staff employees sign a "Snepp" type NdA as a
condition of employment; hence they are already covered.
Explain that for all new SCI accesses under CIA cognizance,
(both staff and contractors) we are using the Form 4193
(NdA). He could then make a gracious concession, in
the interests of uniformity within the community, and
offer to "retrofit" CIA SCI contractors and our non-NFIB
customers, but pointing out that many of "our" contractors
are also utilized by other NFIB and DOD elements who
are already demanding NdA's, so we might be generating
duplicative requests on industry.
2. At this time it should be brought to the attention
of the committee that nowhere in the draft is there a statement
regarding the use of the warning notice "National Security
Information---Unauthorized Disclosure Subject to Criminal
Sanctions." This notice was addressed in the previous DCID
1/19 and specifically stated that it is required on all SCI
to be furnished to persons outside the Executive Branch of
Government (Page 5,g.). It should further be stated that
based on DCID 1/7 requirements, the SCI coversheet format was
changed. At that time DIA requested that this statement be
maintained as part of the new format.
