Approved For Release 2007/06/20: CIA-RDP87B01034R000500180042-6 DEFINITION OF "SENSITIVE COMPARTMENTED INFORMATION (SCI)" 1. Acting on a CIA proposal, all Compartmentation Subcommittee members (except Navy and DIA) agreed to change the definition of SCI appearing in paA9raph le of the draft DCID 1/19 to read as follows: "Sensitive Compartmented Information (SCI)--all information and materials requiring special community controls indicat- ing restricted handling within present and future community intelligence collection programs and their end products. These special Community controls are formal systems of re- stricted access established by the Director of Central In- telligence (DCI) to protect the sensitive aspects of sources, methods and analytical procedures of foreign intelligence programs. The term does not include Restricted Data as defined in Section II, Public Law 585, Atomic Energy Act of 1954, as amended." RATIONALE: CIA and agreeing members held that the extant definition (see below) side-steped its purpose by defining "compartmentation" by the use of the term "compartmenta- tion." 2. The Navy and DIA believe the SCI definition should not be changed from that appearing in DCID 1/14 and other existing directives, i.e.: Sensitive Compartmented Information (SCI)--all information and materials requiring special community controls indicating restricted handling within present and future community in- telligence collection programs and their end products for which community systems of compartmentation have been or will be formally established. The term does not include Re- stricted Data as defined in Section II, Public Law 585, Atomic Energy Act of 1954, as amended. RATIONALE: Navy has special compartmented operational pro- grams which were established by the Secretary of Defense and are managed by the Navy. The Navy recognizes the DCI's au- thority for protection of sources and methods and implements such policy in its programs that are uniquely designed for intelligence collection. However, because of the primary military operational aspects of the NavylSpecial programs, they must continue to be managed and controlled by the Chief of Naval Operations.
