Executive Order (EO) 12333 coined a new term--Senior Offi- cials of the Intelligence Community (SOIC)--to distinguish the heads of organizations within the Intelligence Community. The COMIREX defined and extensively used this term throughout its draft Imagery Manual in lieu of the historic term, "Intelligence Community Senior Intelligence Officers (SIOs)." The COMIREX draft manual also uses the term "Senior Intelligence Officer (SIO)" to specify officials with intelligence duties/responsi- bilities within a component, command, or element of an Intelli- gence Community organization. 2. Accordingly, we used the basic COMIREX definitions for both terms (paragraphs lg and lh) and made appropriate use of both terms throughout the draft DCID 1/19. Use of the term "SIO" was done in only three instances ("Introduction," and paragraphs 20 and 49) where we believed use of the term was necessary to cite an official in commands/activities subordinate to a SOIC. 3. With the exception of NSA, members believed that both terms should be defined and used in this manner in DCID 1/19 to be in concert with EO 12333 and to help resolve past confusion in some departments as to what was meant by the term "SIO." 4. NSA concurs with using the term "SOIC" but does not concur with the proposal to include a definition of "SIO" in the DCID 1/19 as described above. Following the concept of other DCIDs, NSA maintains that DCID 1/19 should address those responsibil- ities and authorities of the "SOICs" as assigned by the DCI. a. The authorities and responsibilities of lesser intelli- gence officials will derive from specific delegations of the SOICs. NSA believes that by defining an SIO in the DCID, of- ficials meeting that definition may mistakenly assume authorities provided to SIOs in prior DCIDs. b. Lastly, NSA advises that the term SIO has been deleted from the new SISR, Part One, which in accordance with EO 12333, uses the term "SOIC."
