On 7 November 1980 I was called by and subsequently spent an hour with OCC, providing background on the problem between DCID 1/19 and ISOO Directive No. 1. referred her to no - apparently part of OGC's problem was identifying the problem. 2. 1 made available a quick briefing on APEX; provided a copy of the note on DCID 1/19's legislative history; a copy of your memo to the DCI in which you alerted him to NFIB`s possible use of DCID 1/19 at the 18 November meeting; a copy of the President's letter telling the world that the DCI was to implement APEX in keeping with E.O. 12065! a m uesses on why the Community was raising 1/19 as an issue. took the approach that her legal readings showed that E.O. 12065 superseded DCID 1/19 and that the APEX world would have to follow the E.O. 3. If she missed it, you might want to point out to 0GC that APEX was recommended by Community members who were aware that DCID 1/19 would fall by the wayside.
