SUBJECT Request for Waiver from Provisions
of DCID 1/19 (AIUO)
1. (AIUO) DCID 1/19 which was, published 6 June 1978
establishes "Uniform Procedures for Administrative Handling
and Accountability of Sensitive Compartmented Information
(SCI)." Section 2.j.(2) of this,Directive provides:
"(2) Non-Electrical. SCI shall be transmitted
from one SCI facility to another by two SCI
couriers approved for this purpose, by diplo-
matic pouch, or by Armed Forces Courier Ser-
vice-(ARFCOS). Courier procedures shall.ensure
that SCI materials are adequately protected
against the possibility of hijacking, unautho-
rized viewing, loss, or other form of compromise
during the transmission. Transmittal of SCI via
commercial aircraft not under U.S. Government
or military charge is prohibited.* The Depart-
mental SIO must specifically approve all excep-
tions.
*Does not apply to ARFCOS and the diplomatic
courier service."
2. (AIUO) As you ma know, the Office of Development
STAT and Engineering employs couriers who are charged with
the secure movement of SCI STAT
In the discharge of this responsibility, these couriers are
required to utilize commercial freighters, commercial airline
passenger service, as well as military air in order to deliver
their material in a timely fashion. All of these couriers
meet DCID 1/14 standards, all have successfully completed
polygraph examinations, and all are contract employees of the
CIA.

3. (AIUO) It is requested that these OD &E couriers
be granted a waiver with respect to the use of commercial
aircraft, as well as a waiver with respect to the two man
rule while riding a commercial aircraft.

*This waiver is concurred in subject to the following
additional conditions:
a. The designated courier will be accompanied to
and from the airport by another appropriately cleared
staff, contract or contractor employee.
b. To the maximum extent possible the designated
courier will use non-stop, direct routing flights from
point of origin to destination.
