SUBJECT: CIA Member's Nonconcurrence on Draft Revision of DCTD 1/20
1. The CIA Member has asked me to advise members of his concern that the
draft revision of DCID 1/20 does not allow necessary implementation flexi-
bility, and of his request that a new sub-paragraph be added to section 4.b of
the draft reading: "Waivers of the requirement for defensive security
briefings for official travellers to avoid redundancy in situations involving
experienced and frequent travelers who have received previous security
briefings." A copy of the draft revision of DCID 1/20 is attached for
reference.
2. Members are requested to come to the 23 March 1983 SECOM meeting
prepared to discuss and vote on the CIA Member_",, oroaosal_
