The Chairman,, SECOM, has received the referenced memorandum, a copy of which is attached. He called this Office on 9 March and expressed concern about our use of the highlighted words "justified by immediate operational need..."` It is Chairman, SECOM's belief that the Department of Defense will latch onto those words, call everything "an immediate operational need," and stop briefing theid' people. The Chairman asked if you would be willing to delete the "operational need"'wording and simply go forward with the "redundancy"' portion of the waiver paragraph. 2. The "operational need" wording is something we at the Agency understand. It was selected so that Chiefs of Station and Chiefs of Base would not be overly burdened with unnecessary travel briefings. We could delete the wording, but that would put our people in "violation" of the rules if they ended up not giving briefings. I would recommend that we leave the wording as it is, even though that gives Chairman, SECOM some misgivings. If the Department of Defense chooses a liberal inter- pretation of "immediate operational need," that is their own concern. We,.
