SUBJECT: Release of NOCONTRACT Data to the Rand Corporation

1. As discussed in reference a., you requested SECOM members review
reference b. (enclosure 1) and reconsider the DIA request for exception to the
NOCONTRACT provisions of DCID 1/7 presented in reference c.
2. The OSD/OJCS FFRDC at Rand must be able to respond in a timely fashion to
the research requirements directed by the Office of the Secretary of Defense.
The process of researching and identifying source documents for OSD directed
studies and analyses is, in and of itself, a time-consuming procedure.
Originator release approval for those NOCONTRACT documents pertinent to the
research task normally requires 2-4 months. Frequently the release procedure
may take longer..
3. Enclosure 1 details the access, storage and control mechanisms far
protection of NOCONTRACT information at the OSD/OJCS FFRDC at Rand. The
following additional protective mechanisms also apply. ?
a. Access-will apply only to the FFRDC, and not to Project Air Force,
the Arroyo Center or the sections of Rand that perform research for the
private sector.
b. Al l RancF~ requests will be reviewed by the OSD FFRDC Programs Office
to insure that the requested document is germane to the research effort for
which the OSD/OJCS has tasked the FFRDC.
4. Request this amplifying data be provided to each SECOM member so that the
matter might-be expeditiously resolved.
