SUBJECT: DCID 1/7
1. Attached for consideration is a memorandum from the DIA Member seeking
relief from DCID 1/7 restrictions in a particular case. DIA advises that the
printing firm involved is one of their cleared contractors.
2. The circumstances in this case do not appear to be covered by either
the letter or the spirit of DCID 1/7 provisions concerning use of the NOCONTRACT
marking. Please provide me your views on this no later than the 21 July 1982
SECOM meeting.

MENORANDUM FOR SECOM MEMBERSHIP
SUBJECT: Release of NOCONTRACT Documents for Commercial Printing
Reference: DCID 1/7

.1. Request SECOM members grant DIA relief from obtaining case-by-case
approval of originators for the release of non-DIA NOCONTRACT information
up to Secret to a commercial printing enterprise.
2. Background:
-a. DIA has a printing contract with one commercial printer, Goodway
Graphics of 5pringfield, VA., to augment DIA document production capabilities.
Goodway Graphics is sCrictly a printing enterprise, with no other commercial
concerns.
b. Goodway Graphics has been printing DIA classified documents for
several years. The company is used 2-5 times .a week to produce material up to
Secret. A variable amount of this material incorporates NOCONTRACT information
originated outside of DIA.
c. There-are no known cases where release of NOCONTRACT information to
Goodway Graphics has been denied to DIA. However, the need to obtain originator's
release approval has caused repeated delays in the production of DIA intelligence
documents.
d. Only finished DIA 4ntelligence documents are released to Goodway Graphies.
Unevaluated intelligence reporting or documents produced by non-DIA organizations
are not released.
e.. Originals and copies 'are returned to DIA after printing.
