Reference: DCID Z/7, "Cantral of Dissemination of Intelligence Infarmatian,"
4 May 1981.
1. The Executive Secretary, DoD-IDA Management Office, Office of the Under
Secretary of Defense ar search & Engineering (DUSDR&E), has suggested
that a memorandum of ~n~ rstanding (h;OU) be developed to be executed by the
OUSDR&E and DIA. The instrument .is to provide a waiver of the DCID l/7
requirement far the Institute for Defense Analyses (IDA) to receive necessary
dacu:;:ents in furtherance of its contract with.OUSDR~E.
2. The documents which OUSDR&E address are intelligence documents which are
controlled by DCID lJ7 and caveated/marked with the fallowing.
a. "DISSEMINATION AND EXTRACTION OF INFORt~tATION CONTROLLED BY ORIGINRTOR"'
(ORCO;d) .
b. "NOT RELEASABLE TO CONTRACTORS/CONSULTANTS" (NOCOi~TRACT).
c. ?CAUTION - PROPRIETARY INFORMATION INVOLVED" (PROPIN).
3. It is the DIA understanding that IDA is an exclusive DoD contractor;
therefore, it should be granted special consideration in its access to
intelligence material.
~4 Inasmuch as DCID 1/7 was published by the Director of Central Intelligence,
it is deemed appropriate far. a~determination be made through the Security
Committee (SECOM} concerning the releasability of information to IDA, rather
than through an intro-DoD MOO.
S. It is noted that OUSDR&E (then ODDR&E} made a~similar request on behalf
of IDA?, in March 1976, and was advised that if IDA was to-have access to "NO
CONTRACTOR" materials, a request for exception should be initiated by that
office to the U.S. Intelligence Board. ~1e have no indication ar reason to
believe that ODDR&E ever followed through on its.1976 request.
b. Based an available information, DIA recommends that the SECOM.
a, Disapprove waiver of DCID.1/7 and that the information marked ORLON
not be disseminated to IDA 111ithout permission of the originator.
