CIA Member's Nonconcurronce on Draft Revision of DCID 1/20
1. Tha'CIA Member has asked me to 4dvise members of his concern that the
draft revision of DCID 1/20 does not al1cw necessary implementation flexi-
bility, and of his request that a new su paragraph be added to section 4.b of
the draft r+?ading: "Waivers of the requ cement for defensive security
briefings fir official travellers to avoid redundancy in situations involving
experienced and frequent travelers who h ve received previous security
briefings, A copy-of the draft revision of DCID 1/20 is attached for"
reference.
2. Members are requested to come to; the 23 March 1983 SECOM meeting
prepared to discuss and vote on the CIA MembejLs proposal.
