1. Attached for your review is a 10 April 1984 memorandum
from Lieutenant General James A. Williams, Director, Defense
Intelligence Agency, to the Secretary of Defense, setting out
the DIA position on Subject and recommending that the Secretary-
not concur in the 3 April 1984 "Final" draft (A copy 25X1
of the latter document is also attached for ease of reference.)
2. General Williams eloquently states the positions of
Department of Defense representatives and comments also on what
he knows of the position of the Director of Central.
Intelligence. In addition to what General Williams has said,
the CIA position, according tor I Office of
Communications/COMSEC Division, is that:
The draft confuses budgetary authorities. The DCI
does have certain authorities over NFIB/NFIP
allocations and over CRYPTO matters. Such authorities
should be retained.
? The DCI-should retain present authorities over
intelligence matters as they relate to foreign
governments.

? The draft suggests that interest will "initially"
focus on telecommunications. It leaves completely
open to the imagination what the actual thrust will be
later on, when the focus shifts to automated
information systems..
3. The Office of Communications is hosting a meeting at
1300 hours on 12 April 1984, in the office of the Chief,
will also be there. I have been advised
that DCI/SECOM, will be there, as may one or more
representatives of the Intelligence Community Staff.

"Final" draft are quite firm, and I believe we can support them
fully. The Director of Communications is under the gun to have
a formal position paper forward to the Deputy Director for
Administration by close of business on 12 April 1984. The
Agency/Government-wide response deadline to the National
Security Council is still COB on 16 April 1984.
