This responds to your memorandum dated May 13, 1981, (enclosed) in
which you requested a determination on whether or not a 1958 letter from
DIRNSA to Director, CIA could be downgraded.
Downgrading of the document is not appropriate and it should retain
its classification of TOP SECRET. The caveat "Review on 13 May 2011"
should be added to the front page.
Additionally, personal
information on the individual is clearly of a derogatory nature and may
be construed as a case of invasion of privacy.
Based on our review, this letter is considered to be properly
classified TOP SECRET. If we can be of further assistance, please call2L 86-36
on us.
