The IHC Staff has reviewed the draft INR Information Handling Study Transition Plan document and found the document to be well written and comprehensive. The transition presentation reflects an understanding by PRC of both the unique State INR environment and the complexity of the problems faced in system transition. Although this plan includes a discussion on the need for computer facilities, it is recommended that the discussion addressing computer facility and space requirements be highlighted at the beginning of the plan to emphasize the critical need for immediate action. 2. The IHC staff supports the concept of haseds stem im lementation, each hase buildin on a rior increment. 3. The schedule presented with July 87 IOC is ambitious but a worthy target. It may, however, be unrealistic given the funding profile for FY85. IHC concurs with the requirement for a Memorandum of Agreement between State and Office of Information Technology (OIT/CSPO) to be accomplished as soon as possible so that detailed analysis of requirements and "Small SAFE" can transpire in FY85. INR is encouraged to pursue these areas with appropriate CIA and DIA agency personnel. The IHC staff will be happy to provide any assistance which we can in facilitating such discussions. 4. One final comment is made in reference to the proposed Concept of Operations. This document is an excellent and necessary step in system planning; however, it should also address how the system will be used within the INR environment and how operations and analysts roles will change with the introduction of this new ADP support. 5.
