It is my pleasure to nominate William F. Donnelly to replace me as the
CIA principal in the NTISSC. Mr. Donnelly is Director of CIA's Office of
Information Technology, that element of CIA most directly associated with
NTISSC matters. He is already quite familiar with NTISSC procedures, having
served as my alternate to Committee meetings several times in the past.
