Per your request, I have performed a technical review of the referenced proposal from the MITRE Corporation of Bedford, Massachusetts. I have made some observations about the proposal which I have discussed with the MITRE project leader. I request that you follow through with appropriate actions during the negotiations of the contract. 2. Background. The proposal is for year two of a three year effort approved by the Agency's contracts review board for the MITRE Corporation of Bedford, Massachusetts to provide expert technical analysis to assist in the development and implementation of secure data communications networks which will support authorized Intelligence Community (IC) components. Data communications networks are highly complex structures which link automated databases at multiple organizations and support data sharing. There are over 30 organizations within the IC that eventually will have their computers linked to one (or both) data communications networks which are being developed to support the intelligence production process. The implementation of the these data communications networks is an expensive undertaking which requires an detailed understanding of the various computers and terminals (i.e., the product line) that will be tied to the networks. The DCI and senior Community leaders have directed that security be incorporated into every phase of the development and implementation of the IC data communications networks. 3. There are a number of contractors involved in the actual design and construction of these IC data communications networks. MITRE's role in this effort is to support the government by providing expert technical reviews of all efforts involved in the development of theses networks and to recommend to the government corrective actions that may be needed to resolve identified problems. MITRE's efforts have been essential to the overall completion of the tasks related to the development of IC data communications networks. I have the following observations about MITRE's current proposal. Monthly Status Reports. The referenced proposal makes no mention of the continuation of the monthly status reports which identifies the names of the individuals and the percentage of time they have worked on the contract for each task. This is a key management tool for me. I request that this be written into the contract as a monthly deliverable. This requirement is not negotiable. Article 1.1E of the current contract addresses this requirement. 5. Number of Copies of Reports. The referenced proposal makes no mention of the number of copies o reports that will be made and distributed to identified addresses. Last year I requested that five copies of the reports be produced and distributed to me, DIA/RSE, and to addressees specified by me for selected contract deliverables. Article 1.1E of the current contract addresses this requirement in sufficient detail. I have had no problems with the contractor in getting this requirement satisfied. 6. Cost for Computer Center. Item 5 on DD Form 633-4 identifies a cost item of $16,180 for "Bedford Computer Center." I asked the project leader what this item covered. He told me it was the pro-rated cost for the Bedford Computer Center to support this contractual effort and to produce the technical reports. I did not further question him on this item; however, I would appreciate your review to determine whether these items should be covered in overhead expenses. 7. New Equipment Purchases. The attachment to Form 2420 accompanying my 23 October 1985 cover letter to you regarding this proposal identifies equipment and software already purchased by MITRE and highlights that equipment which is being procured under the existing contract. Item 9 on DD Form 633-4 for the new proposal identifies a cost item of $43,800 for other direct expenses. The MITRE project leader indicates that this is for the procurement of additional equipment which he has itemized for me. I concur with the need to buy the additional equipment, but I would like MITRE to officially request approval to procure specific items of equipment before they begin procurement actions. In-addition, if there is a need to exceed the $43,800 estimate this must be fully justified. 8. I have reviewed the work hours proposed for each of the tasks and concur with MITRE's estimates. I would appreciate your review of the proposed work hour rates and of MITRE's overhead rates and fee. Please feel free to contact me if there are any further questions. 9.
