1. You will recall our discussion a few weeks ago on the subject of
transfer of collection tasking authority from the DCI to the Secretary of
Defense. Both Mr. Casey and Mr. Weinberger have now signed the letter of
transmittal to Mr. McFarlane requesting the promulgation of an NSDD on this
subject. The original of this letter has gone through normal channels, but I
wanted you to have a copy (Attachment A) as early as possible for your use.
During our meeting you had also asked me to provide a backgrounder for your
use in staffing the paper. This is also atta ttachment B) in bullet
form which you can embellish as you see fit. ~~~
2. I am moving on to a new assignment at NSA and will no loner be

MEMORANDUM FOR: The Honorable Robert C. McFarlane
Assistant to the President for
National Security Affairs
SUBJECT: The Transfer of National Intelligence Collection
Tasking Authority
1. Executive Order 12333, dated 4 December 1981, directs that the
Director of Central Intelligence "...provide for the development of plans and
arrangements for transfer of required collection tasking authority to the
Secretary of Defense when directed by the President". In accordance with this
national policy, the Secretary of Defense and the Director of Central
Intelligence have concurred in the attached policy statements and procedures
to effect such a transfer as warranted by international crisis conditions.
2. Promulgation of the proposed National Security Decision Directive
(NSDD), Attachment A, by the President will provide the required amplifying
policy and guidelines to ensure an orderly and timely transfer of authority,
as well as eliminate any ambiguity which may exist. Upon issuance of the
NSDD, we will promulgate the Memorandum of Agreement, at Attachment B, which
provides implementing guidance and detailed procedure ordinate elements
of the Defense Department and Intelligence Community.
3. Both documents have been reviewed and concurred with by all concerned
Intelligence Community and Department of Defense elements. We request that
you initiate he necessary action for the President to issue the proposed
NSDD.
