C. 20301 Dear Jim: Please express my appreciation for a job well done to each DIA participant in the recently completed Future SIGINT Capabilities Study (FSCS) and for their contribution to our understanding of .future intelligence needs. The FSCS will provide a valuable guideline for an investment strategy that will help ensure that the United States SIGINT System will remain viable through the year 2000. It will also impact on the production of intelligence information for national decisionmakers and military commanders. Those DIA persons named in the enclosed listing may well be proud of their contribution to this Herculean effort. While it is somewhat unfair to single out individuals for special recognition wh ifi sections, I wish to cite for their exceptional contri ution to a en ire u y. was the DIA representative to the Tiger Team. The Tiger Team represented and reported directly to the DCI. It was responsible for providing high-level guidance to the Study. was the DIA representative to the Executive Panel and a so serve as Co-Chairman, Phase I Requirements Working Group. The Executive Panel was chaired by the Chairman, SIGINT Committee, and provided overall guidance to the Study. as the DIA member of the Technical Staff and also served as mem er of the Support to Military Operations Working Group. The Technical Staff was composed of a representative of each involved organization and provided expertise on technical topics. also helped to blend the architectures looking for overlaps, risks, opportunities for mission transfer, and unresolved problems.
