Please express my appreciation for a job well done to Major Kit Johnston
and Commander Steve Tinsley who were the JCS participants in the recently
completed Future SIGINT Capabilities Study (FSCS), and for their contribution
to our understanding of future intelligence needs. The FSCS will provide a
valuable guideline for an investment strategy that will help ensure that the
United States SIGINT System will remain viable through the year 2000. It will
also impact on the production of intelligence information for national
decisionmakers and military commanders. Major Johnston and Commander Tinsley
should be proud of their contribution to this Herculean effort.
