Please express my appreciation for a job well done to each Intelligence
Community Staff participant in the recently completed Future SIGINT
Capabilities Study (FSCS), and for their contribution to our understanding of
future intelligence needs. The FSCS will provide a valuable guideline for an
investment strategy that will help ensure that the United States SIGINT System
will remain viable through the year 2000. It will also impact on the
production of intelligence information for national decisionmakers and
military commanders. Those Intelligence Community Staff personnel named in
the enclosed listing may well be proud of their contribution to this Herculean
effort.
While it is somewhat unfair to single out individuals for special
recognition when so many made significant contributions to I wish to cite
for their exce i ona contribution to the entire Study.
