review of our multi-faceted deterrence strategy as well as a
re-examination of our retaliatory posture. A reconsideration
of Castro's intentions will be made by the intelligence
community. we will also examine the Radio Marti question as
part of our larger bilateral relationship with Cuba. Lastly,
we will want to consider the appropriate Congressional
strategy to fit whatever decision emerges from the NSPG
