Casey Director of Central Intelligence Central Intelligence Agency Washington, D.C. 20505 Dear Bill: Executive Registry - 2683 85 I read with great interest the presentation given by Bob Gates to the Armed Services Committee on Soviet Strategic Force Development. This effort to provide the public the key judgments derived from our estimating process is an important milestone for American intelligence. The American people have a right to know the information which decisionmakers use to come to their respective conclusions and providing that information in a substantive form which does not damage sources and methods is exactly how it should be done. I have long advocated such an approach and I applaud the Administration's new policy.
