I read with great interest the presentation given
by Bob Gates to the Armed Services Committee on Soviet
Strategic Force Development. This effort to provide
the public the key judgments derived from our estimating
process is an important milestone for American intelligence.
The American people have a right to know the information
which decisionmakers use to come to their respective
conclusions and providing that information in a substantive
form which does not damage sources and methods is exactly
how it should be done. I have long advocated such an
approach and I applaud the Administration's new policy.
Besides strategic forces, there are a number of
additional policy issues under debate which would benefit
equally by public illumination of our key intelligence
judgments:
o State-Support to Terrorism
o World Oil Market Outlook
o International Flow of Drug Money
o Soviet Global Military Reach
o USSR and the Third World
o Warning of War in Europe
o Soviet Chemical Biological
